Yup, that's part of it, but you need to then check the size of the 
uploaded file in validate().

Done. But this is somewhat temporary fix, because MAX_FILE_SIZE can be 
fooled by a browser.

Perhaps this should be a new request, but I've been thinking it would 
be nice to have an option to resize uploaded images over a certain 
size using an imaging toolkit like ImageMagik or NetPBM. I find that a 
lot of my users have trouble understanding image file size and 
dpi/compression settings.  Reasonable defaults could be set by the 
admin which could be customized per user.

Now Horde_Forms do not check for image/file size on upload. If you 
choose MySQL server for form backend this results in error "MySQL 
server went away." So add ability to limit file size in image and file 
upload fields.
