Similar to remind code in Scheduler/kronolith.php, honor the user's 
twentyFour and language preferences when generating notification 
messages.



There seems to be a lot of code duplication between the remind 
function in Scheduler/kronolith.php and the sendNotification function 
in Kronolith.php.  Any easy way to combine/merge this functionality 
into one Notification class?
