As described in the Wiki "Known ActiveSync Issues", Horde will 
automatically append the citation line to outgoing reply text.
This should only appended if the device has the smartreply functionality.
...and this is what our code did.
On my iPhone 5 (7.1.1) if i reply to a message, there is always the 
citation duplicate, and always on top of the message. My answer is 
in the middle of the two citation's.
This is because most modern clients also include the citation text 
along with the reply text when sending the smartreply/smartforward. 
Since this is not a static string we cannot detect when this is sent 
and when it's not.
Its possible to deactivate the smartreply functionality and/or add 
this option to the configuration?
This has already been dealt with by completely removing Horde's 
citation text, along with the reply_top preference. See Bug: 13355
