Short version, it's a protocol restriction.
Longer answer:
For each collection (Notes, Tasks, Address book, Calendar) there are
two foldertypes. One is something like FOLDER_TYPE_NOTE for example.
This represents the user's personal, default, note pad is must be
present and cannot be changed. The second folder type is something
like FOLDER_TYPE_USER_NOTE and represents all user-created note pads.
Since these are user created (from the pov of activesync) they are
allowed to be renamed/altered.

protocol, but the 1st Mnemo and Nag folders are read-only. That's the
folders themselves, not their content.
These folders can't be deleted or renamed on the device.
I've checked the permissions and they're the same for all folders.
They belong to the same owner.
