This is intentional. There is going to be options other than Delete at a point in the future. UI-wise, it also looks terrible to have Delete button/link floating next to the attachment name, it can be confused with the contents of the attachment, and it limits the display space of long attachment filenames.

When you add an attachment into message, the arrow icon is displayed next it's name. When you click on it, there's only one option available - Delete. Why not just display a trash icon directly with Delete function instead of arrow?
