Changing the ownership of the prefs file fixed the problem then you 
log out and back in and the times on the emails show up.

Unable to access Locale and Time to check settings as the Global 
Preferences shows "There are no preferences available for this 
application."
*This* is a real problem then. Are you in the webmail or global 
preferences? Make sure your prefs.php files are readable.

When looking at email you see false as the date.  Unable to access 
Locale and Time to check settings as the Global Preferences shows 
"There are no preferences available for this application."
