It keeps modules active but hides them from menus and drop down lists. 
May not be documented, but works fine since ages.

What does the 'notoolbar' setting do for the 'status' option in 
horde/config/registry.php.  It's not documented (or used by default) 
anywhere.

I think it is a relic from our old sidebar code, but I can't tell.

If not used, we should remove.

I've removed the documentation from registry.php (it was "TODO") 
because it 1) looks unprofessional and 2) nobody can realistically use 
it if we don't explain what it does.
