Downgrade via pear to the old versions work for me:
pear install -f horde/Horde_ActiveSync-2.12.4

there is nothing in e-mail body after update Horde_ActiveSync to 2.13.0.
This was tested with my Android 4.3 on Horde-5.1.6 and Kolab-Backend.
