Since I can't reproduce, you are going to have to track this down. My example message has unique addresses in To, Cc, and Bcc. I can verify that the correct addresses are added to the correct fields when clicking Use Template.

Can't reproduce in either git master or FRAMEWORK_5_1. Always reproducible in our setup. The template has To: some addresses, Cc: Some Addresses and Bcc; has some addresses. When Option 'Use Template' is used, the Addresses of Cc also get populated in Bcc, replacing the addresses of Bcc.

When there is a template mail with Cc and Bcc fields, and when we try to use the template, Bcc addresses are getting replaced by Cc Addresses.
