I was under the assumption that PST files are covered under MS's 
Open Specification Promise program. Perhaps I misunderstood, or do 
not understand the program fully?

How "free" this license is depends on how you construe it.  Granted, 
it's no different from how people construe, the GPL.

The troubling aspect is that Microsoft up front claims this IP is 
covered by patents (whether valid or not), and Microsoft directly says 
that they can rescind this grant based on your actions.  This is not 
an "irrevocable" grant of of authority on its face like, say, the BSD 
license is.

In short: is it ok?  Maybe.  But there is much less of a track record 
than, say, the GPL.  And quite honestly, there isn't a huge track 
record for the GPL either.  It comes down to the risk any individual 
person/organization is willing to undertake.  That's why Microsoft 
offers to option to just license the patents outright and eliminate 
this concern.

Yeah - I was actually looking into that for my own interest after 
replying to this ticket.

But this is the licensing issue (a/k/a troubling aspect) of doing 
anything directly with pst files:

Patents. Microsoft has patents that may cover your implementations of 
the technologies described in the Open Specifications. Neither this 
notice nor Microsoft's delivery of the documentation grants any 
licenses under those or any other Microsoft patents. However, a given 
Open Specification may be covered by Microsoft Open Specification 
Promise or the Community Promise. If you would prefer a written 
license, or if the technologies described in the Open Specifications 
are not covered by the Open Specifications Promise or Community 
Promise, as applicable, patent licenses are available by contacting 
iplg@microsoft.com.

FWIW, Microsoft Open Sourced the PST file format some time around 2010 
or so, and even published some OSS tools to aid in manipulation.

Got it, Can you point me in the direction of instructions on getting 
to the mbox feature and exporting the email to the local machine?

Not directly.  Export in mbox and use a converter.  IIRC, it legally 
requires a license from Microsoft to manipulate pst files, so this 
is not something we can ever handle.
