I still haven't seen this to this day. We need some pattern to track this down. It happens when a user is assigned to the ticket at the time of ticket creation.

We are also affected ~~BUG #12753~~ by this bug. Will be great to find a solution or a workaround.

Bump. This is extremely annoying and is causing me to ignore tickets, since it is not obvious that someone is assigning a ticket to me.

So naturally, the notification message triggered by this ticket DID have the description. It could possibly deal with either the State or Assigned fields then, or possibly notification of the person who the ticket was assigned to only (rather than the initial reporter).
