I have set max_recipeints in Permissions->Mail->Maximum number of Recipients per message for all authenticated users. IMP is not obeying the settings. I am able to send mail to more than the specified number of recipients. Could it be you have forgot to configure the 'Compose Log' from the IMP configuration?
