Bug 11387

We do need an admin at this script, otherwise the script wouldn't have 
access to all users' shares.

Remove unneeded 'user_admin' flag

The 'cli' flag requests no authentication explicitly.

This fixes running horde-alarms if the auth backend
is configured for IMAP auth and a 'virtual' admin account
is used that is not allowed to log into the IMAP server.
