You copied prefs.php to prefs.local.php at some point in the past, which you are explicitly told NOT to do.

After clicking on Preferences -> Mail the blank page appear with apache log PHP Fatal error: Call to undefined method IMP::applyFilters() in /var/www/horde/imp/config/prefs.local.php on line 248 If I hash lines containing IMP::applyFilters() in prefs.local.php the page with prefs work.
