I authenticate through IMP, so I should see the selection.
The behavior suggests horde is not detecting javascript in my clients,
although this is certainly being used across all the browsers I listed.
it to Jan to answer if the webmail package is doing anything different
that would cause this to be hidden (i.e. the mode is locked).
Note: if you are authenticated to Horde but not IMP, you WON'T see the
mode selection on the IMP login page. This is intentional.

tonight tried to upgrade to version 5.1.0 via pear update as per the
documentation.
The login screen does not offer a "Mode" dropdown option, presumably
suggesting that horde thinks I am on a mobile device. When I do log
in, I get a message saying I have no javascript. I can see my address
book, calendar, tasks, etc. as expected with new interface, but my
email (imp) is forced to minimalist view.
The behavior persists in Chrome 27.0, IE 10, Firefox 21.0 in Windows 7
and in Windows 8.
Reverting back to 4.0.8 from backup gets all back to normal.
