I'm also facing the very same issue with recently installed production version "Horde Groupware 5.2.10". Was this really resolved? I upgraded to Horde 5.1.0beta2. Now, configuring Horde is impossible, since it ends with the following fatal error: Fatal error: Call to a member function hasChildNodes() on a non-object in /usr/share/php/Horde/Config.php on line 203
