Turba then adds them and correctly sends back the new UUID for each
contact to the device. The log shows nothing but correct WBXML. I have
no idea why it them sends the same data back to server again.
Not much we can do, as we are properly handling these requests. Looks
like your client is broken.

happening with. Also, any errors that are output to the horde or
webserver log would be helpful.
FWIW, I don't see this on Android 2.3.x or 4.1.x, or 4.2.x

I am using ActiveSync to synchronize my Anroid 4.0.4 device with
Kronolith and Turba. But Turba behaves like every entry on every sync
would be new for Turba, and adds it, while it does not share new
contacs with the phone.
This means, I always end up with as many Duplicates per Contact in
Turba as I had synchronisation cycles.
I discussed the topic in the IRC chat, and at least one other user had
the same problem (with Android 4.1.2), so I think, it might not be a
unique problem to me.
I am new to horde but very willing to support you in any kind to be
able to track down the problem.
Thank you, also for your great work on Horde,
Mazze
