Motivation: Many certificates expire after a certain period; for
example, some CAcert certificates expire in as little as a few months.
When the certificates are renewed, the expired certificates may no
longer be used for signing email, but they're required in order to
read encrypted email that the users may have received in the past.
This requires the expired (not revoked) SMIME certificates to be
available.
