This is not forwarding.  If you want to alter the contents of the 
original message before sending, you need to "Edit as New".

When forwarding a mail with imp the user can choose whether  to 
forward a mail in body text, as an attachment or both. When a user 
chooses to forward a message as body text (so he can modify the 
content of the forwarded information, for example to delete private 
information) the attachment is deleted, so the user has to download 
the attachment and add it to the forwarded message. It would be nice 
if imp would automagically add the attachment to the forwarded mail, 
even if the sender decides to forward in body text.
