But the instructions for installing passwd 5.0 are already anvailable. It would be wise to hold these only in git until you actually release it.

This is not a bug, Passwd has not yet been released as stable for Horde 5.

According to http://www.horde.org/apps/passwd/docs/INSTALL passwd 5.0 requires version 5.0+ of the Horde Framework and will be installed with "pear install -a -B horde/passwd". But this isn't true. The latest revision available on pear.horde.org is 4.0.1 which requires version 4 of the Horde Framework.
