This is the expected behavior.  Edit as New is intended to be used as 
a way to use a message as a template for a new message, not for 
sending to any of the original recipients.

Populating the original e-mail addresses is used when resuming a 
message from a draft.

"Edit As New" does not re-use the original message's recipient addresses.
