That makes sense. But you should provide a patch against HEAD, not RELENG_1.

Because I have a bunch of other rules that move mail into different 
folders. Either I add one new flag only rule, or I adjust all of the 
rules.

I found the need to have a sieve rule whose only operation was to flag 
messages. It cant.
