This ticket can be closed. This is not a bug. Location of .mo file was wrong.

Hm. Then text coming to this placeholder can't be translated: while Horde preferences screen is displayed, one can see "Global Preferences" although the rest of the screen is correctly translated into Polish. "Global Preferences" string is however present in horde.po and horde.mo files.

Of course not, it'a tag, a placeholder. There isn't anything to translate.
