Allow designating a tag as public. Public tags will show up to other 
users, have a URL that's browsable by anyone with access to the Trean 
installation, and should be available to follow via RSS.

Public tags should also be displayed such that it's obvious which tags 
are public and which aren't (so that it's in turn obvious if one is 
making a bookmark public or not).
