I'm afraid you have to track down yourself where exactly this is failing then.

The users are created within Horde by the Admin, so there shouldn't be 
anything strange with them. I can change the password using the 
"Password" application (first logging in as the user). I'm using "Bind 
with administrative credentials" option.

I don't see anything in the code that could be wrong. Do you use some 
non-standard name for the LDAP password attribute, i.e. anything 
different from "userpassword"?

I'm using LDAP to manage my users. I am unable to change the password 
of a user in the "Users" administration. I can type in a new password 
for a user, and after confirming the change I get the message that the 
update was successful. However, the password is not changed (can not 
log in using it, but can log in using the old password) and the LDAP 
logs show that the user entry is updated using the old password.
