As DIMP became the main and only (right?) interface for Webmail, but 
it haven't yet been implemented, the still existing option is very 
confusing.

So either:

a) the feature to add your public key to a message is (re-)implemented 
in the dynamic view - or
b) the configuration option to attach your public to your message 
should be removed.

I'm not sure if this ticket is still on the radar (with State - not a 
bug) and hence developers are aware of it or I should open a new one.

I would prefer to go with option a).

No.  Features not yet implemented in dynamic view are not 
enhancements we track in the bug tracker.
Ok, in future I will test the functions first in the traditional view.

That was the problem, I test the dynamic view.
You did not mention what view you are using.  If dynamic view, this 
is not currently implemented there.
Can you change the ticket typ from "Bug" to "Enhancement"?
