This is *not* a Horde issue.  It is a PHP issue.  See:

http://www.php.net/manual/en/datetime.configuration.php#ini.date.timezone

You are *required* to use the date.timezone
setting or the date_default_timezone_set() function.
Dear Jan, I can read and understand English, thanks to Gods, but i do 
not know how can i "use the date.timezone setting or the 
date_default_timezone_set() function." other way than by setting 
timezone in Horde's Timezone and locale settings page. Please, 
enlighten me.

The error message is pretty clear how to fix this, isn't it?
no, unfortunately, it isn't...
in global settings Locale/time is selected Europe/Riga, but syslog 
fills with the messages below. What else can i do for them to disappear?

my server's syslog is full of such messages:

Sep 20 12:47:21 srv HORDE: [kronolith] PHP ERROR: date() [<a 
href='function.date'>function.date</a>]: It is not safe to rely on the 
syste
m's timezone settings. You are *required* to use the date.timezone 
setting or the date_default_timezone_set() function. In case you used 
any
  of those methods and you are still getting this warning, you most 
likely misspelled the timezone identifier. We selected 'Europe/Helsinki'
for 'EEST/3,0/DST' instead [pid 17152 on line 182 of 
"/usr/lib/php/Horde/Log/Logger.php"]

The time-zone set ir Europe/Riga,
glibc-zoneinfo-2.7
