Of note for anyone else who might find this defect in future - upgrading to the Gentoo 5.3 PHP version did sort this issue out, caching enabled for themes and works well...

When enabling Theme Caching in Horde 4.0.7 (part of webmail 4.0.1) I get the errors below in my log. (The 'Block.php' one looks out of place, but I'm leaving it in just in case). The Cache is configured and seems to work ok for Javascript and CSS and it is configured for SQL Based storage (using mysql / mysqli driver).
