This was only an issue for that particular notification - all other notifications correctly resize the compose area.

If the height of the header area in the compose window (DIMP) changes, without reloading the whole page, e.g. if showing a notification that the identity has been switched automatically, the main compose area is not updated. As a result the complete bottom area is shifted down, partially outside of the view.
