Sounds like a duplicate of Ticket #10128 or #10093.  And at worst this 
is only affecting some installations - I can view/create mailboxes 
with non-ASCII characters just fine.

Some user mailboxes does got a e.g. "ü" in its name - rich clients does
not seem to fail here, but imp does log this error.
In the filesystem dovecot (2.0.13) does create the folder like this:

.Entw&APw-rfe

which is correct afaik.
RichClients like Evolution or kmail does show "ü" but Imp does fail with
this error message (in the logs) and on screen with an error message
screen.
