Already possible - just put the ticket in a state in the "assigned" category.

When I'm creating a new ticket for myself I know that I want to assign it to myself, however currently I have to create the ticket. Then go back and 'update' the owner to me. Obviously the ability to assign to a specific user would have to have some kind of permission restriction on it but it would be nice to be able to do on ticket create.
