VFS is a completely independant library and doesn't know anything about Horde or prefs.

It's used by the rewritten vfs_musql driver (see bug #4820).

This preference allows the user to select a default group to be used when uploading files. This is implemented in the new musql driver (see next bug) and is necessary because there is no other consistent way of choosing a default group.
