there is a bug that prevents one from using Horde once a cookie is
created.
To reproduce, set your preferred language to default, and repeat
logout/login cycle a few time to show the bug. You should see the error:
A fatal error has occurred
imp is not activated
[line 697 of /home/horde/framework/Horde/Horde/Registry.php]
I have traced the problem to line 1023 of Horde/Registry.php
If this line is commented out, then this works. So something is wrong
with the way the registry cache is handled with the language set to
Default.
