Looks like this was probably broken for at least the last year, but 
due to the issue in Bug: 14098, it was never noticed because the alarm 
would never be created in the first place unless the user was logged in.

Pretty sure it was introduced with:

The reminder emails that are triggered by the horde-alarms-cronjob has 
always the content "Busy" instead of the real reminder content.

Note: While your logged in in Horde the emails are sent correctly (I 
suppose there is another trigger for this emails)
