I tried implementing something similar in the past and it was a complete mess to maintain due to the way SMARTREPLY is used. I'll accept the ticket since it's still on my list to revisit at some point in the future.

Some people may find useful a switch in the ActiveSync prefs page which would use the IMP signature as the default signature for all outgoing messages. Devices can set their own signature and that can still be used to indicate that the reply was created on a mobile device, but when the switch is activated, then the signature linked to the identity used will be appended at the end of the message.
