the horde apache-like license 1.0 is much alike the apache 2.0 license
but the tags confuse them. I have no insight into Horde_Thrift and
Horde_Scribe but if they are just repackaged 3rd party code we should
probably make it "ASL 2.0" and link to the upstream project's license.

In COPYING => Apache 1.0
In code header => Thrift Software License (Apache 2.0)
