This is how it's supposed to work. Translations are only installed if installed through PEAR. We access the locale directory directly if symlinked.

Attached 2 patches. The first one, is because the --pkg option of the install_framework was not working properly The second one, are the changes to every package.xml file, so that locale folders of the framework packages get copied/symlinked (don't know if this one is ok)

t seems that everything under package.xml whose role="data" doens't get installed
