For now I've consolidated things down to just having the Comment tab. 
If we need/want/have multiple upload code in the future, that can add 
a new tab.

Well, it can certainly be secondary, but I've seen numerous cases for 
people uploading 2-3 things at once right here (bugs.horde.org).

Fine too, though I'm not sure if this really makes sense. It's a 
rather unlikely case that you want to add more than one a file at once 
to ticket system IMO.

I think what I'd like to do, long term, is to remove the Attachment 
tab entirely and to have upload fields, with IMP-style 
create-on-demand js, wherever there's a comment field. Would that make 
sense to you?

I think the fields in the Attachment and Comment tabs are a bit off. 
You can upload an attachment in the Comment tab, but you can't add a 
comment to an upload in the Attachment tab. I think it should be the 
opposite. It doesn't make sense to have a upload field in the Comment 
tab, but you should be able to comment on uploads in the Attachment tab.
