When looking at mail, the only way to undelete is by using the context right click menu. This may not be intuitive to everyone. I suspect this is why everything under that context menu is also under the "Other Actions" context menu. Everything but Undelete. It would be more in customers expectations to also find Undelete in that menu as well.
