What evidence do you have that it's a locale problem?

Hi, The latest problem i have, When i send a message in HTML mode, i receive an empty mail. I think it's a locales problem, can you help me please ( running on debian locales LANG=fr_FR.ISO-8859-1 ... horde bases in : ISO-8859-1 ) any idea Thx in advance
