Added for Kronolith 2.2, as well as directions in the Horde INSTALL docs for the Horde_Alarm script.

Hello - the only documentation I could find on installing the cron entries so that Kronolith's email notifications happen properly was on the Horde Wiki. While that's certainly a good place to get docs, I think that those instructions also belong in the INSTALL doc, so that it's not overlooked. The Kronolith help files mention email notifications, which won't happen unless the cron entry is installed.
