Rejecting.  ID information can/should be retreieved from the openpgp 
data, where it is cryptographically protected.  And using a URL for a 
public key is not very useful since there is no guarantee of 
authenticity.  This has not been formally accepted as a RFC either.   
Finally, directly from the text, "It is acknowledged that the dominant 
use of the information in the field may be by humans and not 
applications."
