We now track guest requesters by transaction_id instead of comment_id, 
but in a way that doesn't affect previous values stored by comment_id.

When a guest user only uploads an attachment - comment body is empty - 
it seems that the email address isn't reported correctly (possibly in 
the db, definitely in the notification emails).
