I forgot that this triggered by visible not existing queues. So I just retested with a limited view and cannot reproduce this either. So its probably fixed in the latest version.

Since filing this bug, I have added some more queues to whups, so I cannot test this issue on current head.

When a user has just access to one queue in whups, the second step (selecting a ticket-type) is skipped and the resulting ticket form has fields for every ticket type. The attached patch fixed it for me.
