Currently, the Horde_ActiveSync code assumes any backend driver E.g., 
Horde_Core_ActiveSync_Driver:: can support the highest protocol 
version that Horde_ActiveSync can support.

We should allow Horde_ActiveSync to query the driver to see if this is 
true so a driver can be implemented only up to the desired EAS 
protocol level.
