Can anybody reproduce this behaviour? Step 1: disable $conf[session][use_only_cookies] in config ->horde -> general Step 2: disable cookies in your browser (You should get urls with a long ID, after login) Step 3: Close Browser, Open Browser again and login to horde, login should work well and navigation through site should work too Step 4: Try using IMP - i get the message "Webmail is not activated." on my dashboard.
