Bug: 10643 Fix parsing GPS values for locales that don't use the 
decimal separator.

This is indeed a locale related issue. Setting Deutsch as my language 
causes this to happen.

Your example image is placed in the exact same spot regardless of 
which EXIF driver I am using, and it is in the correct spot.

Possibly a localization issue, will continue to investigate.

when using exiftool as exif driver everything is fine, with exif 
driver Bundled this happens

in kml-export for google earth i got this:
51.0891949
13.7316466

in horde db:
51.083333
13.716667

i have a picture with coordinates:

51; 5; 21.102
13;43;53.928

in horde this is now:

51° 4' 55.47" N 13° 43' 1.21" E

and in exif data in horde i see:

Breitengrad        51.083333
Längengrad        13.716667

result is that when i upload the picture to picase it is placed 
correctly on google maps, in horde th position is nearly 1km far away
