This is expected. Once a resumed message is sent, the original is deleted. You are instead describing the idea behind "Template" messages, which have not yet been implemented.

If I "Resume Draft" on a email in folder "sent", then change its recipient and send the mail again, I do not get a new email in my folder "sent". Only the recipient of the orginal mail was changed to new recipient. IMP 4 don't changed the old email and generated a new one in folder "sent".
