Comment	> scripts/setup.php, admin/setup/, and Horde_Test::configFilesMissing() > should all automatically copy *.dist files to the .php version IFF > the .php versions are missing (never overwrite, just do initial > copies) to make things as smooth as possible for as many people as > possible.
