In order for Microsoft Outlook to access messages in the inbox for
downloads, the messages must be in the inbox.  Using filter rules to
organize your messages causes this issue:

the deliver to inbox and copy to folder "X" does not work, the message
does not get copied.  The only way to automatically get the message to
go to the specified folder is to specify in the rule to just deliver
to the specified folder.  This makes Outlook unable to download the
message now since it is no longer in the box.

The filter option for deliver to inbox and copy to specified folder is
not working properly
